I was able to confirm the bug proposed in issue #127 by removing the DataDictionary config option in one of the quickfix test cfg files.
The following changes include:
nilcheck that thevalidatorhas been initializedvalidatorfrom being initialized if the Data Dictionary requirements have not been met.
