This commit disables the installation of cert-manager during the Kubernetes cluster installation. Given that we deploy cert-manager alongside the cluster(kubespray), we can utilize the existing instance for Topolvm integration. Additionally, the storage class name has been updated to ensure proper reference during the Vault installation process.
