Automate Deploying Jenkins Locally

Create a script that creates a Jenkins environment with a built-in executor. This should enable:

• Sanity checks of Shared Library changes (fork and repo itself)
• Sanity checks of Jenkinsfile changes (fork of rancher/test and repo itself)
