Description
This updates all GitHub actions, it either updates the version or sets it to the proper commit.
There is also a fix for a broken workflow, we need a more in depth PR search when generating backport issues.
And a fix for the backport issue generation workflow that was giving a broken title.
And an update to the PR template.
