Added whitepapers

Initial addition of missing whitepapers. I've noticed a bit of an issue with "stacking" as multiple papers share the same space in places. Feel free to suggest other spots for those (and any of the others tbh).

Also I left one out (transferring from Buster to Bullseye) as it's not really relevant with bookworm on the horizon.

@jehlers42 So instead fo struggling to link to them all, we should really just pull in the most relevant. So if there are border line ones here, drop references to them. This is more of an "enhancement" thing for people looking to deep dive. There are topics covered by the white papers that aren't relevant to the mainline documentation at all.

Resolved all the comments. Cut several references and drastically shortened the summaries on those that remain.
