[1.14.2+] Old West light bug

Describe the bug
Sometimes skylight stops working in the Old West. Can be fixed by reloading the world.

To Reproduce
Steps to reproduce the behavior:

1. Create a new creative world
2. Use the Creative Time Machine to go to the Old West
3. See that there's no skylight

Expected behavior
The Old West should have skylght, like the Overworld.
