What kind of change does this PR introduce? (Bug fix, feature, docs update, ...)

housekeeping.

What is the current behavior? (You can also link to an open issue here)

The RXUI version is hard coded. Now uses the latest 8 series.
Xamarin forms version was hard coded.

What is the new behavior (if this is a feature change)?

Xamarin forms now uses latest 3.0 series
RxUI version ow uses latest 8 series

What might this PR break?
Shouldn't break anyone.

Now have a all solution for easy upgrading.

You think it might be work changing the 8.* references to * or 8.0.0-* since we're moving quickly and the blog post hinted that 9.0 is approaching?
