📝: Update README.md: Webpacker Section [ci skip]

Summary

Modified the Webpacker Section to reflect Rails 6 as the default.

Other Information

• Updated the instructions for step 2 and modified the note attached to it.
• For step 3, merged instructions for Rails 6.x and 5.x, also removed the note there as it applied to step 4.
• Converted step 4 to a note for Rails versions < 6.0, as it is not needed for Rails 6.x.
• Adjusted the remaining step numbers accordingly from [5, 8] to [4, 7].
