- Renames role file to rhdh-rbac-policy - Adds roles to allow creation/deletion/update of catalog entities and their locations - Adds roles to allow scaffolder templates and parameters to be viewed, but not executed Signed-off-by: John Collier <jcollier@redhat.com>

This PR makes a few changes to the RBAC configuration for RHDH as part of RHDHPAI-519:
rhdh-rbac-policyrhdhpai-usersas non-lightspeed roles will be added to it as well
