ConnectionWatchdog triggers reconnect twice when PING on reconnect fails #346
Description
ConnectionWatchdog triggers two reconnects when PING on reconnect fails.
First, the activation future is completed exceptionally. This trigger a reconnect.
Failures on PING on reconnect also disconnect connections and this sends a channel inactive event which then triggers the second event.
