This uses the configuration value of what the max wasm binary size that is allowed to be deployed. We monitor on shard0 for changes to the cluster property, then dispatch updates to the topics frontend when there are changes. Failures aren't rescheduled (but are retries), but with all nodes doing this operation, the next reboot will retry.
