[Feature]: Create Docker Compose file that works with managed Postgres DB

Suggestion / Feature Request

Create an additional docker compose config for deploying to managed Digital Ocean Managed DB.

• Address any modifications to compose files for production db connection
• Address any Github Actions Workflows if needed
• Add any other dependent files or configuration for successful deployment of all services using the managed Digital Ocean DB.

Outcome: A Working docker compose file and dependencies allowing for deployment functionality using a postgresql image for development and the managed Database for production.
