Duplicated package warning for symlinked folders

When there is a dependencies that are using same symlinked package there is a warning that duplicated packages found and first was picked.

I think if both packages are pointing to the same folder this warning shouldn't be shown. It is very annoying with monorepo setup.

@bobzhang would it be possible to prioritize this issue? What'd be needed to merge #4045, is there anything I could do to help?

These warnings affect monorepo tooling like Rush, that rightfully return a nonzero exit code if a script outputs warnings, which makes CI fail. Besides, the "duplicated package" messages warnings flood the terminal for mid-large BuckleScript repos.
