I'm trying to choose the best for me. For example, Links has a GUI mode and advanced Tor support (e.g. the ability to mimic the Tor Browser). Does Elinks have this? Is Elinks better than Links or vice versa?

elinks has some features not available in links (at least 1.0):
tabs, local cgi, mailcap, gopher, color interface.
links is faster, better on non-Linux operating systems, better for tor browsing. On Linux is likely better too.

But elinks has also a few users. There is no need to limit yourself to one browser, when you can use both.
