* framework for 9.4 release notes doc with changes made * updated `.pages` file **NOTE:** this `.pages` file assumes that the 8.10 release happened prior to 9.4. If that is not the case and this `.pages` file is merged, it will break the release notes. It needs to be modified to exclude the 8.10 release if this is the case.

9.4 will be released before 8.10 so this line must be added with 8.10 itself.

It just needs to come out (8.10) and be added into the .pages file when 8.10 releases.
