Add versioned WSL for RL 9

@wsoyinka Here's the version I created for the WSL document for version 9. Review it and see if it looks good to you. I'll hold off merging, but you can merge it if you like. I'll create a version for 8, too, and then if both of those look good and are merged, I'll edit the main WSL document for 10 only.
