Add rockydocs.sh contributor script

This introduces the rockydocs.sh script. Useful for local documentation development and docs.rockylinux.org website app maintainers. The script provides automated setup and serving of the complete docs.rockylinux.org website locally.

Includes:

• rockydocs.sh script
• Automated environment setup for Python and Docker workflows
• Multi-version (8, 9 and 10) deployment matching the live website
• status reporting and workspace management
• Tons of over-engineering and over-thinking :-)

This script version consolidates previous development work into a stable tool that contributors can use immediately after cloning the repository. All existing workflows remain unchanged.
