Add CRB repository enablement step for NVIDIA drivers

Added instructions to enable the CodeReady Builder (CRB) repository before installing NVIDIA GPU drivers. Without CRB enabled, the development tools groupinstall produces errors on a default Rocky Linux 9.6 Worskstation installation.
