Bump tag after adding PoseStampedArray

PoseStampedArray was added in #262 but tag was never bumped

Building navigation2 in rolling causes FileNotFoundError
FileNotFoundError: [Errno 2] No such file or directory: '/opt/ros/rolling/share/geometry_msgs/msg/PoseStampedArray.json'

I'd like to review the naming and documentation of this before we make a release to be sure we've locked down the semantics of this message. I've added it to the PMC meeting agenda for next week.

We should be able to bloom a new release given #270 was merged. I'll do that later this week.
