After ros2/rcutils#73 and successfull repeated build it appeared that the timer tests were not flaky on windows.

Recently they came back flaky on some CI jobs:
master as of 11/20/2017 with --retest-until-fail 20: http://ci.ros2.org/job/ci_windows/3672/

We may need to revert #165 if we dont find a proper windows fix.
See ros2/rclpy#150 (comment) for a lead to explore
