New OpenSSL 1.1.1h failing CI

1.1.1h is released, and it's being used in the mswin & mingw builds in ruby/ruby CI. Both are failing, and due to failures in test/net/http/test_https.rb. I added it to the 'test-openssls' jobs in CI here, and it also failed.

Also, in CI, Windows MinGW Ruby 2.3 is failing, as it's compiling against OpenSSL 1.1.1, but it should be compiling against MSYS 1.0.2. Something is odd, as the same action (MSP-Greg/setup-ruby-pkgs@v1) is used in Puma and 2.2 and 2.3 are building correctly.

@nurse and I talked about this issue, and it looks an intentional change (or, a bug fix) of openssl 1.1.1h: openssl/openssl@42bb51e

So I have just changed test/net/http/test_https.rb.
