This service provides the capability to refresh the release tracks and update them based on a given payload for a crate.

This PR adds a service to handle refreshing and updating the payload of release tracks for a crate. The value will be re-fetched via a refresh task after yanking/unyanking to maintain the correctness of the release tracks label in the UI.
Fixes #10984.
