Fix ICE when trying to suggest Type<> instead of Type() #66390

Fixes #66286, but the output has no span:

error[E0214]: parenthesized type parameters may only be used with a `Fn` trait

error: aborting due to previous error

@Centril there was no self-contained mcve in the original report and it requires a proc macro rewrite to cause the issue. I will likely not have the time to come up with a test in the short term.

@estebank Fair enough. Can you open a new issue (and link to the other issue/this PR) for coming up with a test and invite folks to provide an mcve? r=me with that done.
