Purpose
This adds a tool for quickly adding region annotations to images. Fixes #221
This is not necessary in order to perform spot analysis
Summary of changes
Add a new tool "ImageAnnotator.py" in contrib/app/SimpleGui.
Implementation notes
This tool is meant to be extremely simple and utilitarian with minimal development effort.

This tool was helpful for my workflow at the time of creation. However, if it should not be a part of the general OpenCSP package I'm ok with that.
