docs: document host::random capability and per-run peak memory Add a host::random section to Host ABI and switch the allow-list narrative to the centralised import_is_allowed function. Add the new method, field and CLI flag to API Reference and CLI Usage, the new fixtures and tests to Testing Strategy and Module Format, mark the shipped roadmap items, and point the memory-sizing guidance at the reported peak_memory_bytes.
