v2.0.0 migration

• Requires Node.js 22.20.0 or later.
• Publishing requires Python 3.11+ and the official skills-ref executable on PATH, rather than the third-party npm port. Installing and syncing do not require Python. See https://skillpm.dev/creating-skills/#validate-before-publishing.
• Linking now uses pinned skills@1.7.0 and fails explicitly if project installation is not confirmed. Conflicting skill names are rejected before linking.
• Run skillpm sync after npm updates, npm ci, or editing workspace skills: upstream installs canonical copies, not live links to node_modules.
• Uninstall refreshes remaining skills but does not automatically delete stale agent copies. Review those before removing them through upstream tooling.

Both skillpm and skillpm-skill are released as 2.0.0 with npm provenance.
