Summary
This PR adds comprehensive IDE configuration for better developer experience with AI coding assistants:
• Claude Code settings with permissions for web search, documentation access, and rye command execution
• Cursor IDE rules covering repository tooling, architecture guidance, and development workflow
• CLAUDE.md with detailed development commands and architecture overview
• Updated CONTRIBUTING.md with setup instructions for both Claude Code and Cursor
These prompts have been tested and refined over a couple of development cycles.
