Rough CLI test version

Has several core features implemented. There is very little in the way of input validation and likely bugs that I haven't identified. Obviously don't try to use this with real money. If you find any bugs, please let me know. Place the jar file into a directory and execute in windows command line with 'java -jar allnie.jar'
