New rule: Behind deprecation window

If the Scrapy version is older than 1 year compared to the latest release version, trigger a rule about Scrapy version being old, and explain the deprecation policy of Scrapy. For the next upgrade, encourage reading in the release notes not only the backward compatibility breakages, but also deprecation removals.
