This type allows for taking the additional columns of a query and turning them into dimensions on the cloudwatch metric

This requires some work on the DataFusion SQL side to get string columns if necessary from int data, but all columns not named
countshould be added as dimensions on the metric when submitted.This change also introduces the CLI which needs some refactoring, since I was lazily copying and pasting code around 🙈
