The step to install gem dependencies can be quite time consuming (~30s). By using the cache feature in setup-ruby action duration can be reduced significantly.
Additionally upgraded version of Ruby and required gems to remain up-to-date.
Once merged into main, I will recreate v2 tag from main and create a new release.
