Group image attachments should open through the popup box

I open a group notice by clicking the envelope icon, then a notice. There is an image attached to it. I click the image attachment and it does not open. I check my inventory and it is not there either. I have to go to the group popup, go to the notices tab, and click the image there, and then it opens. Years ago, this used to work correctly, and I remember it was supposed to be fixed, but i cannot get it to work. I tried this in both the LL viewer and Firestorm.

Caleb and I saw this issue reproduce once and fail to reproduce a couple other time. Here's what we did on the session that the bug did reproduce. I don't know if these details are essential to the repro, I'm just noting them:

1. Caleb sent notice with a no-copy/no-modify image to the group, then a notice with another no-copy/no-modify image, then a third notice with a yes-copy/mod/transfer image to the group.
2. I logged in and clicked the first notice Caleb sent and clicked the image link. The image was copied to my inventory and opened.
3. I clicked the last notice and clicked the image (yes-copy/mod/transfer). The image was not copied and did not open.
4. I clicked the second notice and image. The image was not copied and did not open.
