PERF-392: Avoid closure allocation in .GetCompiler()

Instead of calling .Bind() to allocate a closure we can use readonly struct with the bound argument as a field.
These BoundCompiler instances are short-living

Also:

• Freeze CompilerProvider.compilers dictionary on locking
