This PR introduces
AttachmentProcessorto handle the new file server change in one place. Also tidy up these places:1.
DatabaseAttachmentProvider- properly dependency injected2.
FileServerApi- properly dependency injected, and the introduction ofFileServer, where you can do file server related APIs on different server
