This PR gets replaces InitialOAuthTokenServics with CredentialsTransferringLogInHandler and CredentialsTransferrer which transfers credentials as part of the login process.
The new ILogInHandler interface makes it straightforward to run logic as part of a user's login.
These changes are made in preparation of supporting guest users.
