feat: merge develop + complete sei integration

- Resolve 46 conflicts from merge origin/develop (additive, develop first, sei last)
- Add WSEI contract 0xE30feDd158A2e3b13e9badaeABaFc5516e95e8C7 to SecondClassEvmAdapter
- Add sei to WalletConnect V2 optional chains
- Add VITE_SEI_NODE_URL to vite-env.d.ts and .env.development
- Add migration 305 (clearAssets) for new chains
- Add sei to coingecko generated index
- Fix syntax errors in viemClient.ts, EvmBaseAdapter.ts, relayTokenToAssetId.ts
- Fix coingecko test assertion ordering to match generated index export order
- Remove unused getPlasmaTransactionStatus import
- Regen sei assets via yarn generate:chain sei (204 entries)
- Rewrite debridge csp to use loadEnv for dynamic url
