Pass a selection of books/chapters to ParatextProjectQuoteConventionDetector

Training configurations in SILNLP allow the user to specify which books/chapters from source/target projects should be included in the training. In some cases, the selected books and chapters will use a different quote convention from other (potentially unfinished) books and chapters. Without being able to select books and/or chapters, ParatextProjectQuoteConventionDetector may sometimes fail to identify a quote convention, due to this inconsistency.

ParatextProjectQuoteConventionDetector should take an additional parameter to represent selected books and chapters that should be considered when detecting the quote convention.

Once this is complete in machine.py, we should create issues to: 1) port it to Machine, 2) use it in silnlp, and 3) use it in Serval. We won't be able to get all of those complete in this sprint, but we don't want to lose track of them. 1 & 3 should likely be put into sprint 3.
