Notice that in these projects its used create-solana-dapp version 3.0.1 while the current one is 4.1.0.

solana-create-dapp 4.1.0 will not initialize the Node.js project in the anchor folder, while version 3.0.1 does initialize it

I had the same issue you showed, so in my case (4.1.0) I had to run npm init in the anchor folder (and configure TS). If the Node.js project has not been initialized in the anchor folder, the npm install will try the next parent folder that has a package.json, so it was attempting to run npm install anchor-bankrun in the root folder instead.

/anchor/package.json should look something like this:
