Program address does not correspond to program address on network

My understanding is that the address CoreBPFLoaderV41111111111111111111111111111 was chosen so that the program could be unit tested without colliding with the existing built-in, but this makes the JS program client unusable on mainnet.

I think this is okay for loader v4, but there might be trouble with v3.
