`didClose` gets sent randomly when it shouldn't

On GitHub, didClose sometimes gets called when toggling coverage (setEnvironment might be getting called with a null component). Needs more investigation.

didClose is no longer in the extension API but this problem likely still exists (and will surface when we add back didClose)
