[Torch] Hide Configure PPP in web config

@PaulZC - This crept in due to #756. Please remove the web config requirement for configuring advanced PPP settings. If the user leaves the field blank, please use defaults. I suspect 90% of users will want to enable or disable HAS, but very few will need or want to enter the granular settings.

I like having the Galileo HAS configuration in the web configuration, and it's a good idea to have the default values ​​pre-loaded and visible when corrections are accepted by checking the box.

@nseidle : that field should be pre-populated with the defaults. Maybe your settings are out of date?

I'll add a fix to make sure that box is populated, even if configurePPP is missing from settings.
