Preparations always expanded when `CO_CREATE_PREP` is set to true

Describe the bug
Broke in v7.11. In remote preferences if you set CO_CREATE_PREP to true, preparations will always be expanded by default, when it is set to false they are only expanded when they are being created and would collapse after save.

To Reproduce
Steps to reproduce the behavior:

1. Go to remote preferences
2. Add CO_CREATE_PREP_(CollectionID)=true
3. Open a collection object with a preparation
4. See preparation is expanded
5. Remove CO_CREATE_PREP_(CollectionID)=true
6. Open the same collection object
7. See preparation is collapsed

Expected behavior
Same as 7.10.2.3, preparations should only be expanded when the collection object is first being created or when a new preparation is being added.
