Remove Shell runner precedence

Since it is only possible to select a single shell runner (interactive, non-interactive or script) at configuration time, it does not make sense to define an order between them. The user should be able to select the runner to use (with a property or by defining a bean), without having to define another property to order other runners (that will not be used anyway).
