Code Review
This pull request introduces an irrelevant-files list to the tenks-base Zuul job to prevent it from running on changes to documentation or non-related environments. The implementation is correct and follows the PR's intent. I've provided a couple of suggestions to make the list of patterns more compact and maintainable by using more advanced regular expressions. These changes should make future updates to this configuration easier.

It'll mainly stop CI from running when we just want to update docs or one of the environments that isn't ci-tenks
There's a lot more fine tuning we could do to this but it's a good start
