v0.16 - missing stalwart-cli in docker install

Issue Description

There is no stalwart-cli binary in docker install for version 0.16:

$ docker exec -it 495558deb5fe /bin/sh
$ stalwart-cli
/bin/sh: 1: stalwart-cli: not found
$ find / -name stalwart-cli 2>/dev/null
$

Expected Behavior

There should be stalwart-cli binary.

docker image don't have stalwart-cli
you have to install on your pc

It was available by default in previous versions (e.g. 0.15) in docker image, and I didn't find any information that it will be removed.

It would be useful to add back, because the old stalwart-cli let me remove my docker gateway's IP from the blacklist by fail2ban

The CLI has now a separate repository and is both maintained and compiled separately so it won't be included in Docker images.

Why is this now missing in the Docker image? I really would appreciate to have this included as it was, as it keeps it all self contained without having any dependencies on the host.

I'm performing migration from 0.15.5 to 0.16.3, and it can't find the command stalwart-cli after I spin up stalwart-recovery docker.

What should I do? I also tried 0.16.0 for stalwart-recovery, it also doesn't have stalwart-cli command.

You need to install the CLI, it is not included in the Docker image as it is a separate tool.

I'm running stalwart in kubernetes. For maintenance tasks (like reloading certs after they have been reloaded by cert-manager) it's nice to have stalwart-cli available in the image (or maybe in another "toolkit" image).

I know stalwart ships an ACME solution, but for specific reasons cert-manager is a better fit for me.

Also with the changes of v0.16 configuration has to be managed via stalwart-cli. Any "gitops" way of managing deployments would need a similar container to apply config in the cluster. Before this could be done by shipping a config.toml containing everything in a configmap, now it's a job that takes a ndjson file and applies it in-cluster.

For now I'm building my own docker image, but it would be cool to have an "off the shelf" one.
