Support customizing tags in CSF Next

In @repobuddy/storybook I added the ability to customize the tags prop (code here]).
It supplements storybook-addon-tag-badges and provide a better DX to specify the tags.

Would like to add the same feature to CSF Next.

Adding tags to definePreviewAddon() and the types it uses.
