This adds the https://github.com/streamr-dev/smart-contracts-init repo as a subpackage to the monorepo.
For 3 contracts the actual source from the smartcontracts package is used, the other will follow later. For those three contracts the deployment changed to the hardhat way, and they are deployed proxified, like in prod (Polygon mainnet)

ETH-213 update docker-dev-env with new proxified contracts

  • smart-contracts init: use proxy deployment: hardhat-upgrades plugin, create new preloaded dev-sidechain, then some addresses will change, since contracts must be deployed proxified now, then update addresses in tests in client and broker
