v2.15.1 — Structured tool-call history fix + dep updates

• Structured tool-call history in OpenAI flows (#171): Assistant messages with tool_calls are now serialized as LanguageModelToolCallPart parts instead of plain text. Tool result messages use LanguageModelToolResultPart with stable tool_call_id linkage. Prevents long-context conversations from biasing the model toward textual tool-call imitation. Both streaming and non-streaming code paths updated.
