fix: bind tag watch to the new tag's commit SHA

tag -pw previously waited a fixed 1s and blindly watched the latest
pipeline, which raced against async pipeline creation and could watch
the previous tag's run. Now the watch resolves the new tag's commit SHA
and polls until a pipeline for that SHA appears (GitHub head_sha, GitLab
sha; Codeup falls back to local SHA prefix matching), with a clear
timeout error instead of silently watching a stale pipeline.

via Codeup OAPI v1 changeRequests (idempotent open-MR reuse, web URL

pipelines matched by code source address. Shared Codeup OAPI client
extracted into the codeupapi package for provider/mergerequest/cicd.
OpenSpec change align-codeup-capabilities archived with main specs
synced.
