feat: support Codeup MR creation and Flow pipeline queries

Align Codeup with GitLab/GitHub: `grepom mr` now creates merge requests
via Codeup OAPI v1 changeRequests (idempotent open-MR reuse, web URL
fallback for --web), and `pipeline list`/`watch` query Yunxiao Flow
pipelines matched by code source address. Shared Codeup OAPI client
extracted into the codeupapi package for provider/mergerequest/cicd.
OpenSpec change align-codeup-capabilities archived with main specs
synced.
